Re: What is a stock sc truck?
To stay in stock class at most tracks you need to run the stock motor that came in your truck or if you want to go brushless and stay in stock class you will need a 17.5 brushless motor. As for ways to improve handling most tracks will let you run any tire as long as its made for SC type trucks (2.2x3.0). Also you can change the oil in the shocks to help it handle better too. There are probably a few other things but that's what I can think of off the top of my head. Not all tracks will have the same rules for every class so its best to see if the track has a website and look for rules on there or call or go to the hobby shop that runs the track and ask about their rules for racing.
As for mod class its basically a "open" class. You can basically do what ever you want. Also you can run any brushed/brushless motor. Only thing you are limited on is batteries. I think its usually limited to 6-7cell NiMh or 2 cell LiPo.

Re: What is a stock sc truck?
It used to be that a stock Traxxas Slash 2wd was the definition of the "stock" class. They were the first ones with an SC truck, and there was no competition for a year or so. Some people still have interested in that "class" -- literally box stock Slashs and nothign else.
But nowadays, every manufacturer has an SCT, and some are even kits that you have to supply the electronics for. A stock slash has no chance against a AE SC10 kit.
As rcman973 said, now a "stock" means a 2s lipo and a "stock" motor or 17.5 brushless. This limits the trucks to oh about 30mph or so. Pretty much everything else is fair game when it comes to parts, servos, shocks, body, tires, etc.

So I've seen at some tracks. Guys are changing some of angles to the control arms. Is that still stock?
